  SA 2386. Ms. HIRONO submitted an amendment intended to be proposed to 
amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to the bill 
H.R. 1, to provide for reconciliation pursuant to title II of H. Con. 
Res. 14; which was ordered to lie on the table; as follows:

       Strike section 10604(f) and insert the following:
       (f) Research Facilities Act.--Section 6 of the Research 
     Facilities Act (7 U.S.C. 390d) is amended--
       (1) in subsection (c), by striking ``subsection (a)'' and 
     inserting ``subsections (a) and (e)''; and
       (2) by adding at the end the following:
       ``(e) Mandatory Funding.--Subject to subsections (b), (c), 
     and (d), of the funds of the Commodity Credit Corporation, 
     the Secretary shall make available to carry out the 
     competitive grant program under section 4 $1,000,000,000 for 
     fiscal year 2026 and each fiscal year thereafter.''.
