  SA 2337. Ms. WARREN submitted an amendment intended to be proposed by 
her to the bill S. 1582, to provide for the regulation of payment 
stablecoins, and for other purposes; which was ordered to lie on the 
table; as follows:
       At the appropriate place, insert the following:

     SEC. ___. RESTRICTIONS ON AFFILIATE TRANSACTIONS.

       Each payment stablecoin issuer shall be subject to sections 
     23A and 23B of the Federal Reserve Act (12 U.S.C. 371c, 371c-
     1) as if the issuer were a member bank.
