  SA 2336. Ms. WARREN submitted an amendment intended to be proposed by 
her to the bill S. 1582, to provide for the regulation of payment 
stablecoins, and for other purposes; which was ordered to lie on the 
table; as follows:
       At the end, add the following:

     SEC. __. EXTRATERRITORIAL JURISDICTION.

       For purposes of any provision of law authorizing sanctions 
     or sanctions enforcement actions, a payment stablecoin 
     denominated in United States dollars, wherever located, shall 
     be considered property subject to the jurisdiction of the 
     United States.
