  SA 2298. Mr. TUBERVILLE submitted an amendment intended to be 
proposed by him to the bill S. 1582, to provide for the regulation of 
payment stablecoins, and for other purposes; which was ordered to lie 
on the table; as follows:

       In section 18(a), add at the end the following:
       (4) Any of the following countries does not have a 
     controlling interest of 20 percent or more in the foreign 
     payment stablecoin issuer:
       (A) The People's Republic of China, including the Hong Kong 
     Special Administrative Region and the Macao Special 
     Administrative Region.
       (B) The Republic of Cuba.
       (C) The Islamic Republic of Iran.
       (D) The Democratic People's Republic of Korea.
       (E) The Russian Federation.
       (F) The Bolivarian Republic of Venezuela under the regime 
     of Nicolas Maduro Moros.
