                 HONORING CAPTAIN CHRISTOPHER J. GARROW

  Ms. STEFANIK. Mr. Speaker, I rise today to honor the life of Captain 
Christopher J. Garrow and his years of service to his country and 
community.
  Christopher was born on July 22, 1975, and raised in Peru, New York. 
After graduating from Peru High School in 1994, Chris decided to serve 
his nation and enlisted in the United States Marine Corps. Chris served 
honorably and rose to the rank of Sergeant. He was personally awarded 
the Navy and Marine Corps Medal and the Good Conduct Medal for his 
dedication. Following his honorable discharge, Chris returned to his 
hometown and joined the ranks of New York's finest with the New York 
State Police.
  As an active member of the New York State Police, he took on many 
roles including Marine Operator, Firearms Instructor, State Police 
Underwater Rescue Team member, and Field Training Officer. Drawing on 
his experience in the Armed Forces, Chris excelled and rose through the 
ranks to become a Captain. Following the terrorist attacks of September 
11, 2001, Chris was assigned to aid in the search and recovery efforts 
at Ground Zero in New York City. Unfortunately, it was that assignment 
that would later cost Chris his life after he developed pancreatic 
cancer due to his time there.
  Chris was also a family man, having married his wife Jillian in 2002, 
they were blessed with two daughters, Ella and Maggie. He was a devoted 
father who spent his summers on the lake with his family and friends 
and his winters skiing with his girls. His loved ones will always 
remember him as a strong but humble man and who was always willing to 
help. The North Country lost one of its best when Christopher passed on 
June 12, 2023.
  On behalf of New York's 21st Congressional District, I am proud to 
recognize the legacy of Captain Christopher J. Garrow and honor him for 
his lifetime of service.
