  Mrs. BICE. Mr. Speaker, I was unable to attend votes yesterday, as 
travel back from the Congressional Delegation to attend Pope Leo XIV's 
Mass for the beginning of his Pontificate was delayed due to a 
mechanical problem. Had I been present, I would have voted YEA on Roll 
Call No. 132, and YEA on Roll Call No. 133.
