Committee on the Budget: On Sunday, May 18, Full Committee concluded a 
markup on legislation to provide for reconciliation pursuant to title 
II of the Concurrent Resolution on the Budget for Fiscal Year 2025, H. 
Con. Res. 14. Legislation to provide for reconciliation pursuant to 
title II of the Concurrent Resolution on the Budget for Fiscal Year 
2025, H. Con. Res. 14 was ordered reported, without amendment.
PROVIDING FOR CONGRESSIONAL DISAPPROVAL OF THE RULE RELATING TO THE 
REVIEW OF APPLICATIONS UNDER THE BANK MERGER ACT; PROVIDING FOR 
CONGRESSIONAL OF THE RULE RELATING TO REVIEW OF FINAL RULE 
RECLASSIFICATION OF MAJOR SOURCES AS AREA SOURCES UNDER SECTION 112 OF 
THE CLEAN AIR ACT

providing for congressional disapproval under chapter 8 of title 5, 
United States Code, of the rule submitted by the Office of the 
Comptroller of the Currency of the Department of the Treasury relating 
to the review of applications under the Bank Merger Act; and S.J. Res. 
31, providing for congressional disapproval under chapter 8 of title 5, 
United States Code, of the rule submitted by the Environmental 
Protection Agency relating to ``Review of Final Rule Reclassification 
of Major Sources as Area Sources Under Section 112 of the Clean Air 
Act''. The Committee granted, by a record vote of 7-3, a rule providing 
for consideration of S.J. Res. 13, Providing for congressional 
disapproval under chapter 8

of title 5, United States Code, of the rule submitted by the Office of 
the Comptroller of the Currency of the Department of the Treasury 
relating to the review of applications under the Bank Merger Act, and 
S.J. Res. 31, Providing for congressional disapproval under chapter 8 
of title 5, United States Code, of the rule submitted by the 
Environmental Protection Agency relating to ``Review of Final Rule 
Reclassification of Major Sources as Area Sources Under Section 112 of 
the Clean Air Act''. The rule provides for consideration of S.J. Res. 
13, Providing for congressional disapproval under chapter 8 of title 5, 
United States Code, of the rule submitted by the Office of the 
Comptroller of the Currency of the Department of the Treasury relating 
to the review of applications under the Bank Merger Act. Hearing 
Information, under a closed rule. The rule waives all points of order 
against consideration of the joint resolution. The rule provides that 
the joint resolution shall be considered as read. The rule waives all

provides one hour of general debate equally divided and controlled by 
the chair and ranking minority member of the Committee on Financial 
Services or their respective designees. The rule provides one motion to

United States Code, of the rule submitted by the Environmental 
Protection Agency relating to ``Review of Final Rule Reclassification 
of Major Sources as Area Sources Under Section 112 of the Clean Air 
Act'', under a closed rule. The rule waives all points of order against 
consideration of the joint resolution. The rule provides that the joint 
resolution shall be considered as read. The rule waives all points of 
order against provisions in the joint resolution. The rule provides one 
hour of general debate equally divided and controlled by the chair and 
ranking minority member of the Committee on Energy and Commerce or 
their respective designees. The rule provides one motion to commit. 
Finally, the rule provides that the requirement of clause 6(a) of rule 
XIII for a two-thirds vote to consider a report from the Committee on 
Rules on the same day it is presented to the House is waived with 
respect to any resolution reported through the legislative day of May 
23, 2025, relating to a measure providing for reconciliation pursuant 
to title II of H. Con. Res. 14. Testimony was heard from 
Representatives Flood, Casten, Guthrie, and Tonko.
IMPROVING SOFTWARE LICENSING MANAGEMENT
Committee on Veterans' Affairs: Subcommittee on Technology 
Modernization held a hearing entitled ``Improving Software Licensing 
Management''. Testimony was heard from Jeff VanBemmel, Executive 
Director of End User Operations, End User Services, Office of 
Information Technology, Department of Veterans Affairs; Don Carter, 
Executive Director for Contract and Operations Management, Office of 
Information Technology, Department of Veterans Affairs; and Carol 
Harris, Director, Information Technology and Cybersecurity Issues, 
Government Accountability Office.
