  SA 2224. Mr. REED (for himself and Mr. Heinrich) submitted an 
amendment intended to be proposed by him to the bill S. 1582, to 
provide for the regulation of payment stablecoins, and for other 
purposes; which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:

     SEC. ___. PROHIBITION ON CHANGES TO MEDICARE AND MEDICAID IN 
                   RECONCILIATION.

       Section 310(g) of the Congressional Budget Act of 1974 (2 
     U.S.C. 641(g)) is amended--
       (1) in the subsection heading, by striking ``the Social 
     Security Act'' and inserting ``Social Security, Medicare, and 
     Medicaid'';
       (2) by striking ``recommendations with respect to the old-
     age'' and inserting the following: ``recommendations with 
     respect to--
       ``(1) the old-age'';
       (3) by striking the period at the end and inserting a 
     semicolon; and
       (4) by adding at the end the following:
       ``(2) the Medicare program under title XVIII of the Social 
     Security Act (42 U.S.C. 1395 et seq.); or

       ``(3) the Medicaid program under title XIX of the Social 
     Security Act (42 U.S.C. 1396 et seq.).''.
