    PROTECTION AGENCY RELATING TO ``NATIONAL EMISSION STANDARDS FOR 
   HAZARDOUS AIR POLLUTANTS: RUBBER TIRE MANUFACTURING''--Motion to 
                                Proceed

  Mrs. FISCHER. Madam President, I understand the Senate has received 
H.J. Res. 61 from the House.
  The PRESIDING OFFICER. The Senator is correct.
  Mrs. FISCHER. Madam President, I move to proceed to H.J. Res. 61.
  The PRESIDING OFFICER. The clerk will report the joint resolution by 
title.
  The senior assistant executive clerk read as follows:

       Motion to proceed to H.J. Res. 61, a joint resolution 
     providing for congressional disapproval under chapter 8 of 
     title 5, United States Code, of the rule submitted by the 
     Environmental Protection Agency relating to ``National 
     Emission Standards for Hazardous Air Pollutants: Rubber Tire 
     Manufacturing''.
