  Mr. THUNE. Madam President, I understand the Senate has received H.J. 
Res. 42 from the House.

     Program for Appliance Standards: Certification Requirements, 
     Labeling Requirements, and Enforcement Provisions for Certain 
     Consumer Products and Commercial Equipment''.
