  SA 1456. Mr. PADILLA submitted an amendment intended to be proposed 
by him to the concurrent resolution H. Con. Res. 14, establishing the 
congressional budget for the United States Government for fiscal year 
2025 and setting forth the appropriate budgetary levels for fiscal 
years 2026 through 2034; which was ordered to lie on the table; as 
follows:

       At the appropriate place, add the following:

     SEC. __. LIMITATION ON USE OF TARIFFS TO OFFSET COSTS IN 
                   RECONCILIATION LEGISLATION.

       In the Senate and the House of Representatives, for 
     purposes of determining, with respect to a reconciliation 
     bill considered under section 310 of the Congressional Budget 
     Act of 1974 (2 U.S.C. 641), points of order under that Act (2 
     U.S.C. 621 et seq.) or any concurrent resolution on the 
     budget, any increase in revenue due to a change in 1 or more 
     tariffs that is not made by the text of the reconciliation 
     bill shall not be counted in estimating the levels of budget 
     authority, outlays, revenues, deficit or surplus, or debt 
     with respect to the reconciliation bill.
