  SA 1249. Mr. WARNOCK submitted an amendment intended to be proposed 
by him to the bill S. 331, to amend the Controlled Substances Act with 
respect to the scheduling of fentanyl-related substances, and for other 
purposes; which was ordered to lie on the table; as follows:

       In subsection (e) of schedule I of section 202(c) of the 
     Controlled Substances Act, as added by section 2 of this Act, 
     add at the end the following:
       ``(5) Notwithstanding any other provision of this title or 
     title III, an offense involving the trafficking of a 
     fentanyl-related substance shall not be subject to a 
     quantity-based mandatory minimum penalty.''.
