congressional disapproval under chapter 8 of title 5, United
States Code, of the rule submitted by the Environmental
Protection Agency relating to ``Waste Emissions Charge for
Petroleum and Natural Gas Systems: Procedures for
Facilitating Compliance, Including Netting and Exemptions''.
