       H.R. 1725.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Clauses 12, 13, 14, and 18 of Section 8 of Article 1 of the 
     United States Constitution. To raise and support Armies . . . 
     To provide and maintain a Navy; To make Rules for the 
     Government and Regulation of the land and naval Forces; To 
     make all Laws which shall be necessary and proper for 
     carrying into Execution the foregoing Powers, and all other 
     Powers vested by this Constitution in the Government of the 
     United States, or in any Department or Officer thereof.
