  SA 627. Mr. MERKLEY submitted an amendment intended to be proposed by 
him to the concurrent resolution S. Con. Res. 7, setting forth the 
congressional budget for the United States Government for fiscal year 
2025 and setting forth the appropriate budgetary levels for fiscal 
years 2026 through 2034; which was ordered to lie on the table; as 
follows:

       On page 51, line 22, insert ``, except that no adjustment 
     shall be made pursuant to this subsection unless the Director 
     of the Congressional Budget Office certifies (based on the 
     most recent data available to the Director) that inflation, 
     as measured in either the average of the annualized changes 
     in the most recently published monthly reports on the 
     consumer price index for all-urban consumers published by the 
     Bureau of Labor Statistics of the Department of Labor, or the 
     previous year's unadjusted annual change in that index, is 
     equal to or below 2 percent'' before the period.
