  SA 613. Mr. MERKLEY submitted an amendment intended to be proposed by 
him to the concurrent resolution S. Con. Res. 7, setting forth the 
congressional budget for the United States Government for fiscal year 
2025 and setting forth the appropriate budgetary levels for fiscal 
years 2026 through 2034; which was ordered to lie on the table; as 
follows:

       On page 49, strike lines 16 through 18 and insert the 
     following:
       (j) Submissions.--In the Senate, only on or after the date 
     on which the Director of the Congressional Budget Office 
     certifies (based on the most recent data available to the 
     Director) that inflation (as measured in either the average 
     of the annualized changes in the most recently published 
     monthly reports on the consumer price index for all-urban 
     consumers published by the Bureau of Labor Statistics of the 
     Department of Labor or the previous year's unadjusted annual 
     change in that index) is not more than 2 percent, the 
     committees named in the subsections of this section may 
     submit their recommendations to the
