SA 358. Mr. WELCH (for himself, Mr. Blumenthal, and Mr. Wyden)
submitted an amendment intended to be proposed by him to the concurrent
resolution S. Con. Res. 7, setting forth the congressional budget for
the United States Government for fiscal year 2025 and setting forth the
appropriate budgetary levels for fiscal years 2026 through 2034; which
was ordered to lie on the table; as follows:
At the appropriate place in title IV, add the following:
SEC. 4___. POINT OF ORDER AGAINST LEGISLATION THAT REDUCES OR
ELIMINATES ESSENTIAL PROGRAMS THAT SUPPORT
FAMILIES, CHILDREN, OR COMMUNITIES.
(a) Point of Order.--It shall not be in order in the Senate
to consider any bill, joint resolution, motion, amendment,
amendment between the Houses, or conference report that
reduces or eliminates programs that support families,
children, or communities, which may include--
(1) the program of block grants to States for temporary
assistance for needy families established under part A of
title IV of the Social Security Act (42 U.S.C. 601 et seq);
(2) the program carried out through the Social Services
Block Grant authorized under subtitle A of title XX of the
SSA (42 U.S.C. 1397 et seq.);
(3) the Meals on Wheels program established under title III
of the Older Americans Act of 1965 (42 U.S.C. 3021 et seq.);
(4) Head Start programs or Early Head Start programs
established under the Head Start Act (42 U.S.C. 9831 et
seq.);
(5) programs that support prevention services to keep
vulnerable families together whenever possible;
(6) programs that support child care;
(7) programs that support kinship caregivers, or provide
guardianship assistance, adoption services or assistance,
foster care services, or child protective services; or
(8) programs that support legal services for children in
foster care and their families.
(b) Waiver and Appeal.--Subsection (a) may be waived or
suspended in the Senate only by an affirmative vote of three-
fifths of the Members, duly chosen and sworn. An affirmative
vote of three-fifths of the Members of the Senate, duly
chosen and sworn, shall be required to sustain an appeal of
the ruling of the Chair on a point of order raised under
subsection (a).
