SA 352. Mr. WELCH submitted an amendment intended to be proposed by
him to the concurrent resolution S. Con. Res. 7, setting forth the
congressional budget for the United States Government for fiscal year
2025 and setting forth the appropriate budgetary levels for fiscal
years 2026 through 2034; which was ordered to lie on the table; as
follows:
At the end of title III, add the following:
SEC. 3___. DEFICIT-NEUTRAL RESERVE FUND RELATING TO
PROTECTING THE PERSONAL DATA OF TAXPAYERS OF
THE UNITED STATES AND PROMOTING TRANSPARENCY
WITHIN GOVERNMENT EFFICIENCY EFFORTS.
The Chairman of the Committee on the Budget of the Senate
may revise the allocations of a committee or committees,
aggregates, and other appropriate levels in this resolution,
and make adjustments to the pay-as-you-go ledger, for one or
more bills, joint resolutions, amendments, amendments between
the Houses, motions, or conference reports relating to
protecting the personal data of taxpayers of the United
States and promoting transparency within Government
efficiency efforts, which may include efforts relating to the
U.S. Department of Government Efficiency Service Temporary
Organization (referred to in this section as ``DOGE''), such
as requiring the President to appoint a head of DOGE, by and
with the advice and consent of the Senate, requiring each
employee of DOGE to qualify for a security clearance prior to
taking office in that position, requiring each employee of
DOGE to have a publicly available biography on a Federal
Government-sponsored website, prohibiting DOGE from entering
into any contract with an external contractor for the
provision of labor or consulting services or from using the
services of any volunteer, prohibiting the Federal Government
from entering into contracts with any DOGE-associated
employees or officials, and requiring DOGE to publish all
findings relating to Government efficiency and spending on a
Federal Government-sponsored website prior to the release of
the information on any private social media platform, by the
amounts provided in such legislation for those purposes,
provided that such legislation would not increase the deficit
over the period of the total of fiscal years 2025 through
2034.
