       H.R. 1368.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Among other powers, those vested in Congress pursuant to 
     Article I, Section 8 to: Provide for the. common defense and 
     general welfare of the United States; Regulate commerce, and 
     Make all laws which shall be necessary and proper for 
     carrying Into execution Congress's other powers as provided 
     under that Article.
