  SA 11. Mrs. SHAHEEN submitted an amendment intended to be proposed by 
her to the bill S. 5, to require the Secretary of Homeland Security to 
take into custody aliens who have been charged in the United States 
with theft, and for other purposes; which was ordered to lie on the 
table; as follows:

       At the end of the bill, add the following:

     SEC. 4. OPERATION STONEGARDEN.

       There is appropriated to the Department of Homeland 
     Security, out of any money in the Treasury not otherwise 
     appropriated, for the fiscal year ending September 30, 2025, 
     $100,000,000 for Operation Stonegarden, of which not less 
     than $25,000,000 shall be reserved for grants to States other 
     than California, Arizona, New Mexico, or Texas.
