  Ms. MURKOWSKI. As if in legislative session, I ask unanimous consent 
that the Senate proceed to the immediate consideration of the following

  There being no objection, the Senate proceeded to consider the bills, 
en bloc.
  Ms. MURKOWSKI. Mr. President, I ask unanimous consent that the 
committee-reported amendments, where applicable, be agreed to; that the 
bills as amended, if amended, be considered read a third time and 
passed; that the committee-reported title amendment to S. 3790 be 
considered and agreed to; that the title of S. 3790, as amended, be 
considered and agreed to; and that the motions to reconsider be 
considered made and laid upon the table, all en bloc.
