  Mr. WYDEN. Notwithstanding rule XXII, I ask unanimous consent that 
the Senate proceed to the immediate consideration of the following 
bills en bloc: Calendar No. 586, S. 2160 and H.R. 7938, which was 
received from the House and is at the desk.
  There being no objection, the Senate proceeded to consider the bills 
en bloc.
  Mr. WYDEN. I ask unanimous consent that the committee-reported 
substitute amendment, where applicable, be agreed to; that the bills, 
as amended, if amended, be considered read a third time and passed; and 
that the motions to reconsider be considered made and laid upon the 
table, all en bloc.
