  Mr. HICKENLOOPER. Madam President, I ask unanimous consent the 
Committee on Energy and Natural Resources be discharged from further 
consideration of S. 3373, H.R. 4385, and H.R. 5770, and the Senate 
proceed to the immediate consideration of the following bills en bloc: 
Calendar No. 629, S. 4576; S. 3373; H.R. 4385; and H.R. 5770.
  There being no objection, the committee was discharged of the 
relevant bills, and the Senate proceeded to consider the bills, en 
bloc.
  Mr. HICKENLOOPER. I ask unanimous consent that the substitute 
amendment to S. 3373 at the desk be considered and agreed to; that the 
bills, as amended, where applicable, be considered read a third time 
and passed; and that the motions to reconsider be considered made and 
laid upon the table, all en bloc.
