  Mr. SCHUMER. Mr. President, finally, I ask unanimous consent that 
when the Senate completes its business today, it recess until 10 a.m. 
on Wednesday, December 18, and that all postcloture time with respect 
to the House message with respect to H.R. 5009 be considered expired at 
11:45 a.m.; further, that upon disposition of the House message, the 
Senate resume consideration of the motion to proceed to Calendar No. 
693, H.R. 82, and that the cloture motion with respect to the motion to 
proceed ripen at 2 p.m.
