  Mr. NICKEL. Mr. Speaker, today, I rise to recognize Wayne Goodwin, a 
dedicated public servant whose exemplary work as Commissioner of the 
North Carolina Division of Motor Vehicles has made a lasting impact on 
our state.
  Wayne Goodwin has served North Carolina in many capacities, including 
four terms in the State House and eight years as Commissioner of 
Insurance. Since being appointed DMV Commissioner in 2022, he has 
tackled the challenges of a demanding agency with leadership, vision, 
and a commitment to improving services for all North Carolinians.
  Under Commissioner Goodwin's leadership, the DMV has seen significant 
progress. He's made customer service a top priority, implementing 
extended business hours, introducing DMV self-service kiosks, and 
expanding online services. These innovations have reduced wait times 
and provided more convenience for citizens across the state. His 
efforts to address the agency's staffing shortages, reducing a 30 
percent vacancy rate to 12 percent, speak to his dedication to 
supporting state employees.
  A native of Hamlet and a Morehead Scholar at UNC-Chapel Hill, Wayne 
Goodwin's long-standing dedication to public service, from his time as 
a young lawmaker to his leadership at the DMV, has greatly benefited 
our state.
  I'm honored to recognize Wayne Goodwin for his extraordinary service 
and the lasting contributions he's made to the people of North 
Carolina.
