  Mr. BOOKER. Madam President, I ask unanimous consent that the Senate 
Committee on Veterans' Affairs be discharged and the Senate proceed to 
the immediate consideration of S. 3938.

       A bill (S. 3938) to designate the community-based 
     outpatient clinic of the Department of Veterans Affairs in 
     Lynchburg, Virginia, as the ``Private First Class Desmond T. 
     Doss VA Clinic''.

  There being no objection, the committee was discharged, and the 
Senate proceeded to consider the bill.

was read the third time, and passed as follows:

       Be it enacted by the Senate and House of Representatives of 
     the United States of America in Congress assembled,

     SECTION 1. DESIGNATION OF PRIVATE FIRST CLASS DESMOND T. DOSS 
                   VA CLINIC IN LYNCHBURG, VIRGINIA.

       (a) In General.-- The community-based outpatient clinic of 
     the Department of Veterans Affairs in Lynchburg, Virginia, 
     shall after the date of the enactment of this Act be known 
     and designated as the ``Private First Class Desmond T. Doss 
     VA Clinic''.
       (b) Reference.--Any reference in any law, regulation, map, 
     document, paper, or other record of the United States to the 
     clinic referred to in subsection (a) shall be considered to 
     be a reference to the Private First Class Desmond T. Doss VA 
     Clinic.
