  SA 3194. Mr. SCHMITT submitted an amendment intended to be proposed 
by him to the bill S. 4638, to authorize appropriations for fiscal year 
2025 for military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       At the end of subtitle A of title XV, add the following:

     SEC. 1510. EXTENSION OF LEARNING PERIOD FOR CERTAIN SAFETY 
                   REGULATIONS RELATING TO SPACE FLIGHT 
                   PARTICIPANTS.

       Title 51, United States Code, is amended--
       (1) in section 50905(c)(9), by striking ``January 1, 2025'' 
     and inserting ``January 1, 2028'';
       (2) in section 50914--
       (A) in subsection (a)(5), by striking ``September 30, 
     2025'' and inserting ``September 30, 2028''; and
       (B) in subsection (b)(1)(C), by striking ``September 30, 
     2025'' and inserting ``September 30, 2028''; and
       (3) in section 50915--
       (A) in subsection (a)(3)(B), by striking ``September 30, 
     2025'' and inserting ``September 30, 2028''; and
       (B) in subsection (f), in the first sentence, by striking 
     ``September 30, 2025'' and inserting ``September 30, 2028''.
