  SA 3055. Mr. COTTON submitted an amendment intended to be proposed by 
him to the bill S. 4638, to authorize appropriations for fiscal year 
2025 for military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       At the end of subtitle H of title X, add the following:

     SEC. 1095. LOSS OF PENSIONS ACCRUED FOR ABUSING THE PUBLIC 
                   TRUST.

       (a) CSRS.--Section 8332(o) of title 5, United States Code, 
     is amended--
       (1) in paragraph (1), in the first sentence--
       (A) by inserting ``as an employee or Member (irrespective 
     of when rendered) who is'' after ``service of an 
     individual''; and
       (B) by striking ``, except'' and all that follows through 
     ``rendered)'';
       (2) in paragraph (2)(A)--
       (A) in clause (i), by inserting ``an employee,'' before ``a 
     Member,'';
       (B) in clause (ii), by inserting ``an employee,'' before 
     ``a Member,''; and
       (C) in clause (iii)--
       (i) in subclause (I)(bb), by striking ``or'' at the end;
       (ii) in subclause (II)(bb), by striking the period at the 
     end and inserting ``; or''; and
       (iii) by adding at the end the following:
       ``(III) in the case of service as an employee, is committed 
     after the date of enactment of the National Defense 
     Authorization Act for Fiscal Year 2025.''; and

       (3) in paragraph (3), by inserting ``or an employee'' after 
     ``serving as a Member''.
       (b) FERS.--Section 8411(l) of title 5, United States Code, 
     is amended--
       (1) in paragraph (1), in the first sentence--
       (A) by inserting ``as an employee or Member (irrespective 
     of when rendered) who is'' after ``service of an 
     individual''; and
       (B) by striking ``, except'' and all that follows through 
     ``rendered)'';
       (2) in paragraph (2)--
       (A) in subparagraph (A), by inserting ``an employee,'' 
     before ``a Member,'';
       (B) in subparagraph (B), by inserting ``an employee,'' 
     before ``a Member,''; and
       (C) in subparagraph (C)--
       (i) by striking ``offense is committed'' and inserting the 
     following: ``offense--
       ``(i) is committed'';
       (ii) by striking the period at the end and inserting ``; 
     or''; and
       (iii) by adding at the end the following:
       ``(ii) in the case of service as an employee, is committed 
     after the date of enactment of the National Defense 
     Authorization Act for Fiscal Year 2025.''; and
       (3) in paragraph (3), by inserting ``or an employee'' after 
     ``serving as a Member''.
