  SA 2935. Mr. LUJAN submitted an amendment intended to be proposed by 
him to the bill S. 4638, to authorize appropriations for fiscal year 
2025 for military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       At the appropriate place in title XXXI, insert the 
     following:

     SEC. ___. EXPANSION OF AUTHORITY OF SECRETARY OF ENERGY 
                   REGARDING PROTECTION OF CERTAIN NUCLEAR 
                   FACILITIES AND ASSETS FROM UNMANNED AIRCRAFT.

       Section 4510 of the Atomic Energy Defense Act (50 U.S.C. 
     2661) is amended--
       (1) in subsection (a), by inserting ``section 46502 of 
     title 49, United States Code, section 705 of the 
     Communications Act of 1934 (47 U.S.C. 605), or'' after 
     ``Notwithstanding''; and
       (2) in subsection (e)(1)(C), by striking ``owned by the 
     United States or contracted to the United States, to'' and 
     inserting ``owned by or contracted to the Department of 
     Energy, including facilities that''.
