  SA 2744. Mr. CRUZ submitted an amendment intended to be proposed by 
him to the bill S. 4638, to authorize appropriations for fiscal year 
2025 for military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       At the end of subtitle C of title XII, add the following:

     SEC. 1239. EXTENSION OF, AND REPEAL OF WAIVER AND CERTAIN 
                   EXCEPTION UNDER, PROTECTING EUROPE'S ENERGY 
                   SECURITY ACT OF 2019.

       Section 7503 of the Protecting Europe's Energy Security Act 
     of 2019 (title LXXV of Public Law 116-92; 22 U.S.C. 9526 
     note) is amended--
       (1) in subsection (a)(1)(B)(v), by inserting ``or a 
     successor to that pipeline'' after ``pipeline'';
       (2) in subsection (e)--
       (A) by striking paragraph (4); and
       (B) by redesignating paragraphs (5) and (6) as paragraphs 
     (4) and (5), respectively;
       (3) by striking subsection (f); and
       (4) in subsection (h)(2), by striking ``the date that is'' 
     and all that follows and inserting ``January 1, 2031.''.
