  SA 2539. Mr. MURPHY (for himself and Mr. Blumenthal) submitted an 
amendment intended to be proposed by him to the bill S. 4638, to 
authorize appropriations for fiscal year 2025 for military activities 
of the Department of Defense, for military construction, and for 
defense activities of the Department of Energy, to prescribe military 
personnel strengths for such fiscal year, and for other purposes; which 
was ordered to lie on the table; as follows:

       At the end of subtitle H of title X, add the following:

     SEC. 1095. SERVICES AND USE OF FUNDS FOR, AND LEASING OF, THE 
                   NATIONAL COAST GUARD MUSEUM.

       Section 316 of title 14, United States Code, is amended--
       (1) in subsection (b)--
       (A) in paragraph (1), by striking ``The Secretary'' and 
     inserting ``Except as provided in paragraph (2), the 
     Secretary''; and
       (B) in paragraph (2), by striking ``on the engineering and 
     design of a Museum.'' and inserting ``on--''
       ``(A) the design of the Museum; and
       ``(B) engineering, construction administration, and quality 
     assurance services for the Museum.'';
       (2) in subsection (e), by amending paragraph (2)(A) to read 
     as follows:
       ``(2)(A) for the purpose of conducting Coast Guard 
     operations, lease from the Association--
       ``(i) the Museum; and
       ``(ii) any property owned by the Association that is 
     adjacent to the railroad tracks that are adjacent to the 
     property on which the Museum is located; and''; and
       (3) by amending subsection (g) to read as follows:
       ``(g) Services.--With respect to the services related to 
     the construction, maintenance, and operation of the Museum, 
     the Commandant may--
       ``(1) solicit and accept services from nonprofit entities, 
     including the Association; and
       ``(2) enter into contracts or memoranda of agreement with, 
     or make grants to, the Association to acquire such 
     services.''.
