SECURITIES AND EXCHANGE COMMISSION RELATING TO ``STAFF ACCOUNTING
BULLETIN NO. 121''--VETO MESSAGE FROM THE PRESIDENT OF THE UNITED
STATES
The SPEAKER pro tempore. Pursuant to clause 8 of rule XX, the
unfinished business is the question of whether the House on
reconsideration will pass the joint resolution (H.J. Res. 109)
providing for congressional disapproval under chapter 8 of title 5,
United States Code, of the rule submitted by the Securities and
Exchange Commission relating to ``Staff Accounting Bulletin No. 121'',
the objections of the President notwithstanding.
The Clerk read the title of the joint resolution.

NAY when I intended to vote YEA.
personal explanation
Mr. KILDEE. Madam Speaker, I was unable to attend votes due to a
doctor's appointment. Had I been present, I would have voted NAY on
Roll Call No. 354, H.J. Res. 165, and NAY on Roll Call No. 355, H.J.
Res. 109.
The SPEAKER pro tempore. The veto message and the joint resolution
are referred to the Committee on Financial Services.
The Clerk will notify the Senate of the action of the House.
