The SPEAKER pro tempore. Pursuant to House Resolution 1316 and rule
XVIII, the Chair declares the House in the Committee of the Whole House
on the state of the Union for the further consideration of the bill,
H.R. 8771.

In the Committee of the Whole
Accordingly, the House resolved itself into the Committee of the
Whole House on the state of the Union for the further consideration of
the bill (H.R. 8771) making appropriations for the Department of State,
foreign operations, and related programs for the fiscal year ending
September 30, 2025, and for other purposes, with Mr. Ferguson (Acting
Chair) in the chair.

The Acting CHAIR. When the Committee of the Whole rose earlier today,
a request for a recorded vote on amendment No. 75 printed in part B of
House Report 118-559 offered by the gentleman from South Carolina (Mr.
Wilson) had been postponed.

The Acting CHAIR. Pursuant to clause 6 of rule XVIII, proceedings
