  Mr. MANCHIN. Madam President, I ask unanimous consent that the 
following letter be printed in the Record.
  There being no objection, the material was ordered to be printed in 
the Record, as follows:

                                     Washington, DC, June 5, 2024.
       Dear Leaders Schumer and McConnell: I write to inform you 
     of my change in party registration in West Virginia from 
     Democrat to independent with no party affiliation. From this 
     date forward, I ask that my party identification be recorded 
     as Independent in Senate votes, Senate records, and other 
     Senate communications.
       As Chair of the Senate Committee on Energy and Natural 
     Resources, I will continue caucusing with Democrats and 
     working with all of my colleagues to address the pressing 
     issues facing West Virginia and our great country.
