COUNTERACTION ACT
The SPEAKER pro tempore. Pursuant to clause 8 of rule XX, the
unfinished business is the vote on ordering the previous question on
the resolution (H. Res. 1269) providing for consideration of the bill
(H.R. 8580) making appropriations for military construction, the
Department of Veterans Affairs, and related agencies for the fiscal
year ending September 30, 2025, and for other purposes; and providing
for consideration of the bill (H.R. 8282) to impose sanctions with
respect to the International Criminal Court engaged in any effort to
investigate, arrest, detain, or prosecute any protected person of the
United States and its allies, on which the yeas and nays were ordered.
