                             LIFT THE HOLD

  (Ms. PLASKETT asked and was given permission to address the House for 
1 minute and to revise and extend her remarks.)
  Ms. PLASKETT. Madam Speaker, I rise today to thank my colleagues, 
Congresswoman Sheila Cherfilus-McCormick, Senator Tim Kaine, and many 
other Members of both Chambers who are urging House Foreign Affairs 
Committee Chair   Michael McCaul and Senate Foreign Relations Committee 
Ranking Member James Risch to lift the hold on the State Department's 
request for $94 million for the multinational security support mission 
in Haiti.
  Congressional Republicans' refusal to support this mission is a 
serious obstacle to restoring peace, security, and democratic 
governance in Haiti. As Kenyan President William Ruto visits Washington 
this week, it is crucial that we find a path forward on these funds. 
Establishing the MSS is vital to advancing U.S. national security 
interests, demonstrating American leadership in the Caribbean, and 
providing a lifeline to the Haitian people.
  We must act decisively and together. Haiti has a fighting chance to 
mitigate the chaos plunging and plaguing its communities if we support 
the MSS mission now.
