                 UNANIMOUS CONSENT AGREEMENT--H.R. 7791

  Mr. WHITEHOUSE. Mr. President, I now ask unanimous consent that if 
the Senate receives a message from the House that it has passed H.R. 
7791 and if the text is identical to S. 4057, that H.R. 7791 be 
considered as having been read three times and passed and the motion to 
reconsider be considered made and laid upon the table.
