  SA 1692. Mr. SCHUMER (for Mr. Carper) proposed an amendment to the 
bill S. 1194, to require the Administrator of the Environmental 
Protection Agency to carry out certain activities to improve recycling 
and composting programs in the United States, and for other purposes; 
as follows:

       Strike section 9 and insert the following:

     SEC. 9. AUTHORIZATION OF APPROPRIATIONS.

       There is authorized to be appropriated to the Administrator 
     to carry out this Act $4,000,000 for each of fiscal years 
     2025 through 2029.
