  SA 1689. Mr. LEE submitted an amendment intended to be proposed by 
him to the bill H.R. 4366, making appropriations for military 
construction, the Department of Veterans Affairs, and related agencies 
for the fiscal year ending September 30, 2024, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:
       Sec. __.  None of the funds made available by this Act may 
     be used by the Secretary of Health and Human Services to 
     establish, implement, or enforce--
       (1) the modifications made by the Food and Drug 
     Administration on January 3, 2023, to the risk evaluation and 
     mitigation strategy under section 505-1 of the Federal Food, 
     Drug, and Cosmetic Act (21 U.S.C. 355-1), or any provision of 
     a risk evaluation and mitigation strategy under such section 
     505-1 for mifepristone that is substantially similar to any 
     such modifications; or
       (2) any non-enforcement or enforcement discretion policy 
     for any provision of a risk evaluation and mitigation 
     strategy under such section 505-1 for mifepristone.
