  SA 1686. Mr. LEE submitted an amendment intended to be proposed by 
him to the bill H.R. 4366, making appropriations for military 
construction, the Department of Veterans Affairs, and related agencies 
for the fiscal year ending September 30, 2024, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the end of section 101 of division G, add the following:
       (f) Limitation on Use of CHC Funds.--None of the funds made 
     available pursuant to the amendment made by subsection (a) 
     may be used by community health centers to promote or provide 
     referrals for abortion services or to promote or provide 
     hormonal treatments or surgical care to affirm an 
     individual's chosen identity of his or her sex, if that 
     chosen identity is incongruent with such individual's 
     biological sex.
