  SA 1671. Mr. LEE submitted an amendment intended to be proposed by 
him to the bill H.R. 4366, making appropriations for military 
construction, the Department of Veterans Affairs, and related agencies 
for the fiscal year ending September 30, 2024, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the appropriate place in division A, insert the 
     following:

     SEC. ___. PROHIBITION ON USE OF FUNDS TO CONSTRUCT OR MODIFY 
                   FACILITIES TO HOUSE ALIENS ON MILITARY 
                   INSTALLATIONS OF THE UNITED STATES.

       None of the funds made available by this Act may be used to 
     construct or modify facilities to house aliens (as defined in 
     section 101(a)(3) of the Immigration and Nationality Act (8 
     U.S.C. 1101(a)(3))) on military installations of the United 
     States.
