  SA 1670. Mr. LEE submitted an amendment intended to be proposed by 
him to the bill H.R. 4366, making appropriations for military 
construction, the Department of Veterans Affairs, and related agencies 
for the fiscal year ending September 30, 2024, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the appropriate place in division A, insert the 
     following:

     SEC. ___. PROHIBITION ON USE OF FUNDS FOR MILITARY 
                   CONSTRUCTION PROJECTS IN CERTAIN FOREIGN 
                   COUNTRIES.

       None of the funds made available by this Act may be used 
     for a military construction project in a foreign country with 
     which the United States maintains a status of forces 
     agreement that has not been subject to a review of legal 
     protections afforded to members of the Armed Forces by the 
     Secretary of Defense during fiscal year 2024, other than 
     those projects related to housing or the provision of medical 
     services for members of the Armed Forces.
