  SA 1657. Mr. BUDD submitted an amendment intended to be proposed by 
him to the bill H.R. 4366, making appropriations for military 
construction, the Department of Veterans Affairs, and related agencies 
for the fiscal year ending September 30, 2024, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:

     SEC. __. LIMITATION ON AVAILABILITY OF FUNDS FOR DIRECTOR OF 
                   OFFICE OF SCIENCE AND TECHNOLOGY POLICY TO WORK 
                   WITH GOVERNMENT OF CHINA ON REGULATING 
                   ARTIFICIAL INTELLIGENCE.

       Notwithstanding any other provision of law, none of the 
     amounts appropriated or otherwise made available by this Act 
     may be used by the Director of the Office of Science and 
     Technology Policy to enter into negotiations with officials 
     from the Government of the People's Republic of China or 
     issue guidelines with cooperation from officials from such 
     government regarding artificial intelligence policy 
     regulation, coordination, and collaboration without specific 
     authorization in law.
