  SA 1653. Mr. BUDD submitted an amendment intended to be proposed by 
him to the bill H.R. 4366, making appropriations for military 
construction, the Department of Veterans Affairs, and related agencies 
for the fiscal year ending September 30, 2024, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the appropriate place in title IV of division E, insert 
     the following:


                       limitation on use of funds

       Sec. 4__. None of the funds appropriated or otherwise made 
     available in this Act or any other Act may be used by the 
     Administrator of the Environmental Protection Agency to 
     enforce the final rule of the Environmental Protection Agency 
     entitled ``Reconsideration of the National Ambient Air

     Quality Standards for Particulate Matter'' (89 Fed. Reg. 
     16202 (March 6, 2024)).


                        additional use of funds

       Sec. 4__. Notwithstanding any other provision of this Act, 
     the Administrator of the Environmental Protection Agency may 
     use appropriations for clean air programs made available 
     under this Act--
       (1) to improve air quality monitoring data by--
       (A) addressing air quality impacts from wildfires, 
     prescribed burns, and other fugitive emissions from nonpoint 
     sources; and
       (B) analyzing, quantifying, and addressing air quality 
     impacts from foreign sources; and
       (2) to improve air quality modeling tools and policies.
