  SA 1652. Mr. BUDD submitted an amendment intended to be proposed by 
him to the bill H.R. 4366, making appropriations for military 
construction, the Department of Veterans Affairs, and related agencies 
for the fiscal year ending September 30, 2024, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the appropriate place in title IV of division E, insert 
     the following:


                       limitation on use of funds

       Sec. 4__. None of the funds appropriated or otherwise made 
     available in this Act or any other Act may be used by the 
     Administrator of the Environmental Protection Agency to 
     develop, finalize, or enforce the proposed rule of the 
     Environmental Protection Agency entitled ``Standards of 
     Performance for New, Reconstructed, and Modified Sources and 
     Emissions Guidelines for Existing Sources: Oil and Natural 
     Gas Sector Climate Review'' (87 Fed. Reg. 74702 (December 6, 
     2022)), or a substantially similar rule.
