  SA 1647. Mr. TILLIS submitted an amendment intended to be proposed by 
him to the bill H.R. 4366, making appropriations for military 
construction, the Department of Veterans Affairs, and related agencies 
for the fiscal year ending September 30, 2024, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:
       Sec. __.  None of the funds provided by this Act, or 
     provided from any accounts in the Treasury of the United 
     States derived by the collection of fees available to the 
     agencies funded by this Act, may be used by the Secretary of 
     Health and Human Services to finalize, issue, or implement 
     any rule, notice of proposed rulemaking, or order setting any 
     tobacco product standard that would prohibit menthol as a 
     characterizing flavor in cigarettes, or prohibit 
     characterizing flavors in all cigars and their components and 
     parts.
