  SA 1629. Ms. LUMMIS submitted an amendment intended to be proposed by 
her to the bill H.R. 4366, making appropriations for military 
construction, the Department of Veterans Affairs, and related agencies 
for the fiscal year ending September 30, 2024, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the appropriate place in title V of division D, insert 
     the following:


                       limitation on use of funds

       Sec. 5__. None of the funds appropriated or otherwise made 
     available by this Act may be used by the Secretary of Energy 
     to promulgate new or finalize proposed rules unless the 
     Administrator of the Energy Information Administration 
     determines that the rule will not raise consumer energy 
     prices.

       At the appropriate place in title IV of division E, insert 
     the following:


                       limitation on use of funds

       Sec. 4__. None of the funds appropriated or otherwise made 
     available by this Act may be used by the Administrator of the 
     Environmental Protection Agency to promulgate new or finalize 
     proposed rules unless the Administrator of the Energy 
     Information Administration determines that the rule will not 
     raise consumer energy prices.
