  SA 1625. Mr. CRAPO (for himself, Mr. Ricketts, Mr. Risch, Mr. Cotton, 
Mr. Barrasso, Mrs. Capito, and Mr. Braun) submitted an amendment 
intended to be proposed by him to the bill H.R. 4366, making 
appropriations for military construction, the Department of Veterans 
Affairs, and related agencies for the fiscal year ending September 30, 
2024, and for other purposes; which was ordered to lie on the table; as 
follows:

       At the appropriate place in title IV of division E, insert 
     the following:


                               limitation

       Sec. 4__. None of the funds made available by this Act may 
     be used to finalize, implement, administer, or enforce the 
     proposed rule of the Environmental Protection Agency entitled 
     ``Multi-Pollutant Emissions Standards for Model Years 2027 
     and Later Light-Duty and Medium-Duty Vehicles'' (88 Fed. Reg. 
     29184 (May 5, 2023)), or any substantially similar rule.
