  SA 1624. Mr. CRAPO (for himself, Mr. Ricketts, Mr. Risch, Mr. Cotton, 
Mr. Barrasso, and Mr. Braun) submitted an amendment intended to be 
proposed by him to the bill H.R. 4366, making appropriations for 
military construction, the Department of Veterans Affairs, and related 
agencies for the fiscal year ending September 30, 2024, and for other 
purposes; which was ordered to lie on the table; as follows:

       At the appropriate place in title I of division F, insert 
     the following:
       Sec. 1__.  None of the funds made available by this Act may 
     be made available to finalize, implement, administer, or 
     enforce the proposed rule of the National Highway Traffic 
     Safety Administration entitled ``Corporate Average Fuel 
     Economy Standards for Passenger Cars and Light Trucks for 
     Model Years 2027-2032 and Fuel Efficiency Standards for 
     Heavy-Duty Pickup Trucks and Vans for Model Years 2030-2035'' 
     (88 Fed. Reg. 56128 (August 17, 2023)), or any substantially 
     similar rule.
