                           Order of Procedure

  Mr. SCHUMER. Mr. President, I ask unanimous consent that the cloture 
motions with respect to the Rodriguez and Goffman nominations be 
withdrawn and the Senate resume consideration of the Mehalchick 
nomination; further, that the cloture motions with respect to the Crews 
and Mehalchick nominations ripen at a time to be determined by the 
majority leader, in consultation with the Republican leader, during 
Wednesday's session.
  The PRESIDING OFFICER. Without objection, it is so ordered.
  Mr. SCHUMER. I suggest the absence of a quorum.
